F15-07130107 is the volute spring used in the recoil starter assembly of Parsun F15, F20A and F20AEFI outboard motors.
It stores and releases the spring energy that rewinds the starter rope and returns the start-up wheel after each pull, and it should be handled carefully during service because it is held under tension inside the starter assembly.
